Call for interest: Consultant on CRVS capacity building for refugees and stateless persons in South-East Asia

Because of their circumstances, refugees, asylum seekers, stateless persons and persons of undetermined nationality often face substantial challenges in having their vital events recorded. The reality is that these populations do not stop giving birth, marrying or dying once they leave their country of origin, and these populations – especially the children among them – are invisible in the eyes of the law. This leads to greater risk of socio-economic exclusion, being trafficked, migrating irregularly and being stateless. This was noted at the Bali Process Ministerial meeting in March 2016. As a result, the Regional Support Office for the Bali Process, located in Bangkok, has since been working on developing a CRVS tool-kit that will enhance the capability of states to capture and register this kind of information.

The scope of activities for this consultancy is to take forward and finalise a draft version of the CRVS tool-kit in consultation with a designated technical advisory group for the region. Also, the activities will include creating a program for a workshop to test the viability of the CRVS tool-kit in close collaboration with a Bali Process member state.
